Greens Beach itself is on lead territory: West Tamar Council keeps dogs on leads on the foreshore, and they are barred from undeveloped dunes and from Narawntapu National Park entirely, which takes in West Head. There is no designated off leash beach in the immediate area, so plan a proper run elsewhere. The Beaconsfield Fenced Dog Park is the closest fenced option, about fifteen minutes inland.
