Elcar Park Fenced Dog Park

Elcar Park is the City of Joondalup's fenced off-leash dog exercise area at 200 Winton Road, close to the Joondalup city centre. It is one of the better set-up fenced parks on Perth's northside: two fully enclosed, double-gated sections, one for large dogs and one reserved for small, timid, elderly or puppy visitors, with sandpits, shade and seating built in.

The rules

Under the WA Dog Act and the City's animals local law, you stay inside the enclosure with your dog, keep them in direct line of sight and in control by voice. Work the double gates properly: outer gate shut and latched before the inner one opens. Use the section that matches your dog's size, pick up waste into the bins provided, and if a dog turns aggressive or overly dominant you leash up and leave. Registration tags and current vaccinations are expected.

Max: let the small-dog section clear before bringing a boisterous big dog through the wrong side. The double gates only work if you latch the first one.

What's on site

Both sections mix grass with sandy patches, and the small sandpits give diggers a legal outlet. Shade trees and seating cover the owner side, with dog-waste bag dispensers and water stations on hand. The City occasionally closes sections for turf or fence maintenance, so check the City of Joondalup notices before a dedicated trip.

Getting there and parking

The park sits on Winton Road within easy reach of the Joondalup city centre. Parking nearby is limited and fills on busy afternoons, so arriving early or combining the visit with a trip into the CBD is the practical play. It is also reachable on foot from central Joondalup.

Worth knowing

Weekends and late weekday afternoons after work are the busiest stretches, while early mornings and mid-week middays suit a nervous dog. The separate puppy and small-dog enclosure makes this a solid choice for first socialisation sessions, since you can build confidence without big-dog traffic.

Chester Z and Fern Avenue Cafe are dog-friendly coffee options close to the park, and the Yaberoo Budjara Heritage Trail adds an on-lead bush walk nearby. In summer, Hillarys Dog Beach is a short drive south for a swim to finish the day.
