The rules. The City of Sydney lists Embarkation Park as an off-leash area, with dogs off-leash from sunrise to sunset and on-leash outside those hours. Your dog must stay under effective control at all times, and dogs are not permitted in the children's play area. Cleaning up after your dog is required, with bags and bins provided.
What's there. The park is a flat, grassy terrace with open space to run, bench seating dotted around, and some shade. Waste bags and bins are on site. It is compact rather than sprawling, so it reads as a top-up exercise spot rather than a destination for a long off-leash session.
Getting there. There are two ways in: the level entrance off Victoria Street at the top, or the steep McElhone Stairs up from Brougham Street and Cowper Wharf Road below. It is a short walk from Kings Cross Station, and paid parking sits directly underneath in the Navy car park.

When to go. It is busiest with local dogs on weekday mornings around 8am to 9am and early evenings around 5pm to 6pm, and through the weekend morning until about 11am. Mid-morning and mid-afternoon are the quietest windows, which suits dogs that prefer a calmer scene.
