Mount Eliza Regional Park has a vast, open, unfenced off-leash paddock, a big elevated grassy field that gives dogs room to really stretch out. It is quiet and semi-rural, a low-stress alternative to the busier dog beaches, but it is unfenced and has no facilities in the off-leash zone, so it suits dogs with solid recall.
The rules. The off-leash area is the grassy paddock, separate from the lake and picnic areas, which are all on-leash. Keep your dog on lead until you reach the leash-free zone and re-leash when you leave. Effective voice or hand control is required at all times, and dogs must not disturb the local wildlife. Pick up after your dog; fines apply for those who do not.
What's there. Very little, by design. A gravel parking area sits on the north side of the lake, but there are no bins or water taps in the off-leash paddock itself. Bring your own water and bowl. The field is open and unshaded.
Getting there. Access is off the corner of Moorooduc Highway and Two Bays Road, with a gravel road leading to the parking near the off-leash section. It is car-access really, with no frequent public transport nearby.

When to go. Generally quiet and rarely crowded, busiest on weekend mornings. Great in cooler weather, but the lack of shade makes it hot for dogs in the middle of a summer day.
