M.O. Moran Reserve Fenced Dog Park sits at the northern end of the reserve on Marine Parade in Elwood, right by the foreshore where the Elwood Canal meets Port Phillip Bay. The whole point is the fence: a fully enclosed, double-gated off-leash area where a dog that bolts or is still working on recall can run safely, with the bay just over the path.

Dogs go off-leash only once inside the double-gated enclosure; the surrounding reserve and foreshore paths stay on-leash under City of Port Phillip rules. The Elwood Beach dog off-leash area is just over the path for a swim, with seasonal hour rules in the warmer months. The quieter Clarke Reserve off-leash park is an alternative in the same suburb, and Jerry's Milkbar on Ormond Road is the classic post-walk coffee stop.
