Elwood Beach Dog Off-Leash Area is a wide sandy bay beach on Ormond Esplanade, between the Elwood Sailing Club and the St Kilda boundary. The calm, shallow water of Port Phillip Bay is the draw: easy paddling and safe socialising rather than surf.
The rules. Off-leash access is seasonal here, so the date matters. Through the cooler months (roughly 1 April to 31 October) dogs can be off-leash on the designated sand at all hours. Over summer (roughly 1 November to 31 March) time restrictions apply, with on-leash or no-dog windows during the busy middle of the day. Dogs must be under effective voice control and you must carry a leash. Check the City of Port Phillip signage at the foreshore before you let your dog go, as the council sets and updates the exact windows.
What's there. Fresh water taps, public toilets on the foreshore, bins, picnic tables and a paved walking and bike path running parallel to the sand. The Bay Trail passes straight through, so it links easily to St Kilda and Brighton.
Getting there. Street parking runs along Ormond Esplanade but fills fast on sunny weekends. By public transport, the closest stations are Ripponlea and Elsternwick, each a 15 to 20 minute walk or short bus ride away.

Nearby with the dogs. The foreshore is lined with dog-friendly options. Plain Sailing on Ormond Road does a popular brunch, and Elwood Bathers on the foreshore welcomes dogs on its terrace with bay views.
When to go. Early mornings before 9am are calmest, especially on weekends. Low tide exposes more firm sand for running. Confirm the current seasonal window on the council page before a summer visit. Good for confident social dogs and gentle swimmers.
