Balcombe/Mooroolbark Retarding Basin

The Balcombe/Mooroolbark Retarding Basin is a big, mostly flat grassed basin off Balcombe Avenue in Mooroolbark, ringed by trees and asphalt paths with an oval in the middle. It is one of the larger open spaces in the east for a proper run, and dogs are off-leash across the open basin, but there is no fencing, so it only works for dogs with reliable recall.

The dog setup

Under Yarra Ranges Council rules, dogs can go off-leash within the open grassed basin while under effective voice or hand control, with a lead carried at all times. The surrounding paths and the playground area are on-lead territory, and council signage overrides anything else. The basin is bordered by residential streets rather than bushland, so keep a close eye on dogs that chase.

Amenities are basic: a waste bin in the southwest corner, looping asphalt paths, and unshaded perimeter seating. There are no dog water taps, and the drainage channels are not a dependable drink, so carry your own water.

Worth knowing

This is a working stormwater basin, which shapes the visit in two ways. It turns wet and muddy through winter and after rain, and the standing water attracts plenty of birdlife, which can pull a high-prey-drive dog off its recall in a heartbeat. Shade is limited too, so summer visits are best kept to the cool hours.

Early mornings and late afternoons bring the regulars; the middle of the day is usually quiet if your dog prefers space.

Getting there

There is a small parking area at 11 Balcombe Avenue plus street parking on the surrounding streets. Mooroolbark Station on the Lilydale line is about 1.5 to 2km away, and buses run along Hull and Manchester Roads if you are arriving on foot from the town centre.

Close by with the dogs

If the basin is waterlogged, Eastfield Fenced Dog Park in Croydon gives you a secure alternative, and Kimberley Drive Reserve Off Leash Dog Park at Chirnside Park adds agility equipment and a water tap. The Brushy Creek connection of the Carrum to Warburton Trail runs nearby for an on-lead leg stretch.
