That is the honest picture of the place: some visits are smooth and water bowls appear, other times you get a polite shrug and keep your dog close to the chair. The venue site carries no policy wording either way, so go in expecting outdoor seating to be your only option and treat any extra warmth as a bonus.

Weekday hours run 5:30am to 3pm, and the weekend shift starts a little later at 6:30am, finishing 3:30pm. It is a strip-shop cafe rather than a destination, so tables sit right on the footpath and it is easy to keep a lead short while you eat. Mends Street also puts the ferry terminal and the library lawn within a short stroll if you want to wander further with the dog afterwards.

Mends Street runs down to the river, and the South Perth Foreshore is a few minutes on foot for a proper walk either side of breakfast.
