Flinders Beach Dog Off Leash Area

The Flinders Beach Dog Off Leash Area is the designated green zone on the Western Port side of Flinders, running from the Spindrift Avenue beach access to roughly 100 metres north of Flinders Jetty. Locals rate it for wide sand, low-tide rock pools and a dramatic cliff backdrop, and it is leash-free at any hour, any day.

Leash status

Off-lead applies year-round within the designated zone, from the Spindrift Avenue access to about 100 metres north of the jetty. From there to the Navy boundary, and on the rest of the Flinders foreshore, dogs must stay on-lead. During daylight saving, those on-lead sections close to dogs altogether between 9am and 7pm, though the off-leash green zone stays open throughout. Mornington Peninsula National Park, which covers the coast between Flinders and Portsea, does not allow dogs at any time. Rules are reviewed periodically, so check current boundaries and hours with Mornington Peninsula Shire before you go.

Water and terrain

This is a sheltered bay beach rather than an ocean one, with a gentle swell that suits dogs still building water confidence. Low tide is the best time to visit: it opens broad sand flats and rock pools that keep dogs occupied for hours. At high tide the sand narrows sharply, so check a Western Port tide chart before setting out.

Pepsi: low tide here is the good stuff. Wide flat sand and shallow rock pools mean plenty of paddling without any real current to worry about.

Getting there and parking

Flinders is around 90 minutes from the Melbourne CBD via the Mornington Peninsula Freeway. Public transport does not reach the beach, so plan to drive. Parking is available on Spindrift Avenue and near the pier, where a car park, picnic area and playground sit on the foreshore. There is no dog wash and no off-lead fencing, and toilets and bins are around the foreshore reserve rather than directly on the sand, so bring your own water bowl.

When to go

Early or late in the day keeps you clear of the daylight-saving restriction window and the weekend crowds. Time it with low tide for the most beach to work with, and in summer the middle of the day is best left to the on-lead hours anyway.
