Shoalhaven City Council designates the stretch of Culburra Beach and foreshore reserve between Park Row and Tilbury Cove as off leash, roughly a 2.6 kilometre run, with season-dependent hours: 4pm to 8am during daylight saving (October to April) and 3pm to 10am the rest of the year. Outside those hours the beach is on lead. Dogs are prohibited at all times around the Lake Wollumboola foreshore, which borders the southern end, to protect nesting shorebirds, so keep to the ocean beach side.
