Shoal Bay On-Lead Dog Exercise Area is a leashed dog-walking zone on the foreshore at 72 Ronald Avenue, Shoal Bay, managed by Port Stephens Council. The defining draw is straightforward: it is one of the few legal stretches where you can walk your dog along the sand and take in views of the bay and Tomaree Head, provided the lead stays on.

The rules. Dogs must remain under effective control via an adequate lead or chain at all times. There is no off-lead window anywhere in this designated on-lead area. The adjacent beach's eastern end, running from the boat ramp to Tomaree Lodge, permits off-leash exercise only between 5pm and 9am, so respect the signage marking where one zone ends and the other begins. The maximum is four dogs per person. Dogs are prohibited in National Parks and on the main prohibited beach sections. Rangers actively patrol and can issue fines for ignoring signage or failing to pick up waste.

What's there. Council-provided dog waste bags and bins are on site. A paved foreshore walkway runs along the beach, suitable for prams and wheelchairs as well as on-lead walking. Bench seating is dotted along the boardwalk, and there is direct sand access from the path.

Getting there. Drive in via Shoal Bay Road or Ronald Avenue. Parking exists but tightens considerably over peak summer and public holidays, when side streets like Ronald Avenue are the practical fallback. Bus routes run along Shoal Bay Road with stops near the beach. On foot, the coastal path from Nelson Bay takes roughly 20 to 30 minutes.

The water and tides. Low tide is when this stretch shines, widening the beach and giving you and the dog more room along the water. High tide shrinks the sand considerably, pushing usable space back to the paved path.

Nearby with the dogs. For proper off-lead running, Nelson Bay Off-Lead Dog Exercise Area is a short walk or drive around the bay. Bagnalls Beach Off-Lead Dog Exercise Area is a second nearby off-leash option in Nelson Bay. Shoal Bay village also has dog-friendly cafes and holiday accommodation within a short stroll.

When to go. Aim for early morning before 9am, when crowds are thinnest and the adjacent off-lead window (from 5pm) is in effect if you want to combine both zones. Low tide paired with a quiet morning gives the most sand to work with. Good for an on-lead stretch with bay views, not a free run.
