Seaford (Keast Park) Off-Leash Dog Beach

The off-leash beach at Keast Park is a marked section of Seaford sand where dogs can run free around the clock, every day of the year. It is the only beach in the City of Frankston with a year-round, 24-hour off-lead designation, which makes it the default meet-up spot for local dog owners on the Frankston and Carrum stretch of the bay. The zone is a signposted 200 metre run of sand fronting the Keast Park foreshore reserve, backed by the dune fencing the council has progressively renewed along this foreshore.

The off-leash zone

The free-roam area runs between foreshore emergency marker FCC14 and the water outlet to the south, and the markers are clearly signposted, so check them on arrival. Frankston City Council's summer beach rules, which keep dogs off most sand between 9:30am and 7:30pm from December to March, do not apply to this designated off-lead area. One thing to watch: the zone borders the City of Kingston boundary, and Kingston's dog restrictions differ, so keep your dog inside the markers. Stay out of the fenced dune revegetation areas and clip the lead on for the path from the car park down to the sand.

Pepsi: the markers matter more than the map. The off-lead sand ends at a concrete outlet structure and Kingston's rules start just past it, so we always turn back there.

Park facilities and parking

Keast Park itself is an on-lead reserve with BBQs, a playground, toilets and a water tap with a bowl near the pavilion, plus dog bag stations. The pavilion houses the Carrum Bowls Club and a cafe with bay views if you want a post-swim stop. A paved walkway runs behind the dunes in both directions if you want to cool the dog down with an on-lead leg before the drive home. The main car park is ticketed from 9:30am to 8pm, and summer weekends get busy enough that arriving early makes a real difference. Access is straight off the Nepean Highway at Seaford, with Frankston station a short drive south.
