Riverview Cafe on Camden sits right on the Camden Haven River at Unit 1/3 The Parade in North Haven, with outdoor seating that looks across the water to North Brother Mountain. Dogs are welcome on that outdoor terrace, which is really the whole point when you are travelling with one.
