What visitors mention
The Hastings Foreshore Reserve off-leash area is a grassy strip on the eastern side of Marine Parade, running between Hodgins Road and Church Street, right on the edge of Western Port. It is an easy town-side spot for a run, with open lawn, mature trees for shade and the tidal bay alongside.
The rules. Dogs are off-leash only in the signed grassed section between Hodgins Road and Church Street, and only under effective voice control. Put the lead back on for the surrounding walking paths, car parks and the nearby jetty and Pelican Park areas. Seasonal restrictions can apply to parts of the broader foreshore over summer, so check the on-site signage before you let your dog go, and clean up after them (bins are provided, and fines apply if you do not).
The water. The bay here is tidal. At high tide you get direct, cleaner water access; at low tide it drops back to wide mudflats, which are messy but a hit with dogs who like a wallow. Rinse off afterwards if you can.
Getting there. Access is off Marine Parade, opposite the town centre, with parking running along the road. It is roughly a 10 to 15 minute walk from Hastings station on the Stony Point line.
Nearby with the dogs. Capolatte coffee trailer sits at 60 Marine Parade for a post-walk coffee, Steamin Mugs and Beach-Hut Cafe on High Street both have outdoor seating, and Pelikan Societe by Pelican Park welcomes dogs in its outdoor area.

Come early on a weekday for a calm run, and aim for a rising tide if your dog likes the water rather than the mud.
