Mount Eliza Beach Dog Off Leash Area

Mount Eliza's off-leash beach is a narrow strip of sand below steep cliffs on the calm side of Port Phillip Bay, reached by stair tracks rather than a esplanade ramp. It is one of the more secluded dog swims on the Mornington Peninsula: no kiosk, no tap on the sand, just cliff-backed water that stays glassy when the rest of the bay chops up.

Leash status

The leash-free sections run from Williams Road to Freemans Road, with a second stretch around the headland west of Canadian Bay Road out to the Canadian Bay club. From March to November, dogs are off-leash at all times. During daylight saving the shire's summer beach rules cut in and dogs are banned through the middle of the day, roughly 9am to 7pm, with off-leash back on in the evening and early morning. Leash up until you are on the sand and again as you leave, and confirm the current dates on Mornington Peninsula Shire's dogs page before a summer trip, since the seasonal boundaries shift year to year.

Water and terrain

Rocky at the shoreline, turning to soft sand a few metres out, with calm shallows that suit waders and dogs new to swimming. The trade-off for the seclusion is access: you are walking down stairs and a dirt track, so a stiff-legged old dog will find it hard going. High tide narrows the beach considerably, so low or mid tide leaves the room to run.

Max: park once and commit. The access stairs mean you will be hauling sandy dogs back up a cliff path at the end of it, so bring water for both ends of the trip.

Getting there and parking

Access is at the end of Canadian Bay Road or via the path beside 15 Freemans Road, with limited residential street parking near each. Arrive early on weekends or you will be walking further. By public transport, Frankston station is the closest rail stop, with the 781 or 782 bus towards Mount Eliza village and a walk down.

Worth knowing

There are no taps or dog amenities on the sand and bins only at the access points, so carry bags and water in. The cliffs shelter the beach from southerlies but also mean afternoon sun lingers, so keep shade in mind for a long summer visit outside the banned hours.

When to go

Weekday mornings are the quietest; Sunday evenings draw the biggest dog crowd in summer outside the restricted window. The calm water makes this an all-seasons swim, but winter mornings are when you will have the whole strip to yourself.
